Why can't we get along? Comprimise, lead instead of fight?

Some quotes from article below (LinkHere) I found relevant in this time time of nasty, divisive politics: 
"So let's stop the talk - Democratic, Republican or tea party -- of taking the country back. It belongs to all of us."
I've kind of talked about this before in earlier posts.  I strongly agree with this but I also believe that the last people to heed this advice will be the R's. 
"he no longer had Republican friends"  To a large extent, I'm guilty of that-I like organizations like "Drinking Liberally".  I have a friend who's almost a complete R (R defined at bottom of this post).  But he and I have had some spirited, respectful debates.  I sometimes think that I might have convinced him of my side.  Probably not.  But he never votes.  Just likes to complain.  And it's usually (not always) him that brings up issues.  Maybe he likes to hear the liberal perspective?  And I've got lots of conservative relatives.  I'm not sure if sure if any of my relatives are half as liberal as I am.
"Yet for the sake of our troubled country -- and our troubled city and county -- this impulse to muzzle our foes betrays us. For starters, we never question our own views. For another, we avoid the compromise that makes governing possible."  
Clinton was great at this.  He is a great politician, a great leader and a wonderful human being.  OK, your right, he has trouble controlling his "baser" instincts. 
But what the h#**.  He's human.
Let's count the # of R's (the party of "family values"?) that have trouble with that & than compare that # with a similar survey of the Democrats.  And what about one of the minor god's of the R's, Newt the Toot?  His philandering is legendary.  During the Lewinsky waste of $, Newt was "one of the people leading the impeachment proceedings against Clinton".  (LinkHere).  And how about SC's governor?  (LinkHere)  He was a Representative for the state of SC & was one of the loudest voices during the Impeachment hearings.  During his term as governor he left the state without telling anyone & traveled to Argentina to see his mistress.  Way worse than ANYTHING Clinton ever thought of doing.  Man, talk about the pot calling the kettle black.
But I digress.  The R's and the Democrats (Liberals, Progressives etc.) could both lead the country and get more done if they got along.  But can anyone give me an example of a country, with a functioning democracy, where this actually happens?  Or a time in our country where this happens?  I can't think of an example.
What's a R?  Republican, Right Wing, Religious fanatics, Regan is god, self Righteous, Rush Limbaugh & his ilk.
